The NAHB/Wells Fargo Housing Market Index rose to 35. Nearly two-thirds of builders were using some form of sales incentive.
Incentives can include rate buydowns, closing-cost support and price reductions. They allow builders to move inventory without resetting headline prices across an entire development.
