The logic is that some risks do not stop at national borders. If a powerful model can materially expand biological or cyber capabilities, one country's rules may be insufficient.

The hard part is verification. Governments would need common definitions, trusted testing methods and a way to inspect frontier systems without forcing companies to disclose every trade secret.
